This was during a press conference devoted to the court case for the return of the Amsterdam Allard Pierson Museum to Ukraine exhibits "Crimea - the golden island in the Black Sea," said Deputy Justice Minister Anton Yanchuk.
"Crimean museum exhibits require a return to the Crimea. Ukraine wants to return values ??controlled territory. The dispute comes down to the question whether the owner of a preferential right to exercise its powers compared to the Crimean owner museums that do not own and which had previously been entitled to corresponding operational management of museum values. Ukraine's position is unequivocal - the owner has a preferential right. The title of ownership in the Ukrainian legislation and the legislation of other countries is the primary, and the remaining titles - use, operational management, etc. - are derived. Therefore, the state Ukraine as the owner of the property, has the absolute prerogative to determine where and how these values ??have come back, "- said Deputy Minister of Justice.
Moreover, he said, the relevant museums have the right to manage the cultural values ??indicated in the past. But now, even this derivative right canceled.
"These rights were abolished. That is, to date, according to Ukrainian legislation in the Crimean museums have no legal basis to manage these values ??and indicate how, where and how they should be returned, "- said Anton Yanchuk.
According to the Minister of Culture Eugene Nyschuka government issued a decree that if the annexation of the Crimea all the items that were at exhibitions in other countries should be brought in temporary storage to the National Museum of History of Ukraine.
"This is a temporary measure forced the period until the peninsula is occupied. Sooner or later, will de-occupation of the Crimea and all museum exhibits will be returned to the Crimean museums, "- said the Minister of Culture.
He believes that in the current situation it is impossible to guarantee the safety of the exhibits, if they return to Crimea.
He also stressed that today the Ukrainian side appears to artificially created obstacles. In particular, some participants in the process and now has a visa to travel to the Netherlands.
