Yaroshenko steps called anti-crisis measures on the labor market in 2017
One of the first steps of anti-crisis measures on the labor market will be the reorganization of the State Employment Service. This will release the employment centers in the field of administrative functions and will improve the speed and quality of service.
This was stated by Acting Head of the State Employment Service (Central Office) Valeriy Yaroshenko.
"Today, the labor market is in a very difficult situation, linked to the economic crisis. For a long time we held talks with leading world experts from ILO, UNDP and the World Bank to improve the efficiency of services and output it to a new level of service to the labor market. Along with embedded legislative changes Employment Service carries out large-scale reorganization of the structure that is now in the final stages of implementation. This will reduce the number of administrative staff centers on the ground, however, increase the number of employees who directly serve clients services that will certainly affect the quality of service. Administrative functions we transfer to regional centers that ease the work centers in the field of additional documents. To minimize the administrative burden and increase efficiency, reorganized the branch centers ", - said V. Yaroshenko.
According to the head of the institution, together with the State Service Employment Ministry of Social Policy are finalizing a bill on amendments to the Law of Ukraine "On Employment" and the law "On compulsory state social insurance against unemployment."
Thus, the primary change to the legislation are: review the requirements for suitable employment and to strengthen the insurance principle when appointing unemployment benefits. These steps, as noted Vladimir Yaroshenko help quickly introduce systemic changes in behavior.
The head of the institution said that the State Service employment during 2016 systematically implemented the organizational changes and new approaches to customer service, which gave positive results: the number of employers who had received services and the number of vacancies at the base of the PES. In 2016, the number of offers employers amounted to almost 1 million jobs.
Last year, the service has introduced new regulations customer service, which is formed including on the basis of recommendations of the experts of the ILO and UNDP. This has reduced the average length of a job search for people for nearly a week. And increase the number of people who have jobs before they come unemployed.
Total employment service for assistance for 2016 got a new job Ukrainian 746,000, while in 2015 this figure was 716,000.
Separately V. Yaroshenko focused on new forms of work that were implemented in diyalnist services, including:
* Each jobseekers the opportunity to distance learning and online training via educational project Prometheus;
* Applicants for jobs the opportunity to learn English for free;
* To promote enterprise development in cooperation with international organizations, the NHS has developed and is implementing the project kraudfandynhovoyi platform that enables future entrepreneurs to be trained and receive money to start a business;
* Introduced in work videorezyume, online interviews and videorev'yu vacancies that will facilitate the process of finding work for people living near areas where the ATO.
In addition, earlier this year launched a new job portal for the NHS, which will allow users to receive a portion of the service that remotely.
Note: During the 2016 training was held with the support of the NHS 167 thousand unemployed (of which 36 700 Centers of Vocational Education of the State Service employment), the level of employment after the passing of this study was nearly 96%. In the public works involved 237,000 people (2015 231 000). Number of employers who cooperate with employment centers on recruitment totaled 165 thousand (2015 159 000).
In 2017 the NHS plans to continue work on enhanced employment of people among the IDPs and certain categories of people, including disabled veterans ATO. Planned Launch of enterprise development and deepening of cooperation of the largest employers in the country. In addition will be carried out active cooperation with international partners services:
- With UNDP on the implementation of the project "Raising the labor market vulnerable populations and women" and the "Kraudfandinhova platform to support small and medium enterprises";
- With the World Bank on introduction of statistical profiling unemployed;
- With the International Labour Organization and UNDP to reform the civil service employment and the legalization of employment;
- With the Danish Refugee Council in the provision of grants to internally displaced persons and members of anti-terrorist operations;
-of the International Organization for Migration regarding the integration of Ukrainian migrant workers who have returned from abroad, the labor market in Ukraine.
