The Public Council will consider changes to the legislation concerning the introduction of ID-cards
November 13th the second meeting of the Public Council at VMI. It participated Acting Chairman of LCA Ukraine Maxim Sokolyuk.
The head of the Migration Service introduced the concept of "priority measures to reform the State Migration Service of Ukraine" and "Creating a national system of identification of citizens of Ukraine, foreigners and stateless persons"; "The strategy of the state migration policy until 2025" and the draft Law of Ukraine "On amendments to some laws of Ukraine concerning the documents certifying the citizenship of Ukraine, of identity or her special status aimed at liberalizing the EU visa regime for Ukraine" which is the key document in view of the implementation of the January 1, 2016 Passport Ukraine in the form of a plastic card.
According to Maxim Sokolyuk, the Government made proposals for significant change existing law "On the Unified State Register of demographic and documents that prove citizenship of Ukraine, of identity or her special status." In particular, it is proposed to issue passports to citizens of Ukraine and 14 years from birth as provided in current law. The law proposed to clearly establish a list of data that vnosytymutsya to register and identify a record of each request officials to personal data to further each person can receive free information about who, when and on what basis was browsing her personal data, make changes to them .
An important initiative in the bill is that the authority for receiving applications and issuing municipal centers will be provided with administrative services. According to the head LCA - a first step towards reform of global migration service - separation of service delivery to the citizens of front- and back-offices. Citizens do not have the necessary contact with the officials who make the decisions on their applications, which greatly reduce the risks of corruption. However, Maxim Sokolyuk noted that the first phase of LCA units accept citizens with TSNAP-s, as in the first months of the past can not cope with the load to issue documents to citizens. ID-card, as well as a passport, you can draw in any place, regardless of registration of residence.
Government bill also proposed to abandon the criminal background checks and the availability of debt in the design of passports. This control will be carried out only when crossing the border.
According Sokolyuk, a government bill is innovative and aims to significantly improve the existing system of identification and documentation of individuals.
Based on the review, draft regulations were approved LCA Public Council with regard to the proposals submitted by its members.
