The delegation of the State Migration Service of Ukraine learned the work of state bodies of the Republic of Poland in the area of migration
From 23 to 27 April 2017 the delegation of the State Migration Service of Ukraine headed by its Chairman Maxim Sokolyuk visited the city of Warsaw (Poland) to get acquainted with the work of state bodies of the Republic of Poland performing functions in the area of ??migration.
At the beginning of Migration Service delegation met with the head of the Office for Foreigners Mr. Rafal Rogal and the Chief Border Guard commander Colonel of Poland Mr. Marek Lapinsky. The sides discussed prospects of bilateral cooperation between VMI and border guards, including the project "Capacity Building of the State Migration Service of Ukraine in migration management" which focuses on the study of Europe's best practices, exchange of experience, deepen bilateral cooperation in the field of migration and development contacts between experts of both departments.
The parties also discussed the organization of the information systems used Border Guard; organization combating illegal migration, implementation of international agreements on readmission; coordinate the preparation and implementation of measures to protect the rights of refugees and other categories of migrants and other issues of common interest.
End of the first day of the visit marked the official procedure of signing the Implementation Protocol between the Governments of Ukraine and Poland to the Agreement between Ukraine and EU on readmission. On behalf of the Government of Ukraine signed an agreement VMI Chairman Maxim Sokolyuk and on behalf of the Government of the Republic of Poland - Central Border Guard commander Colonel Marek Lapinsky.
The implementation of this international treaty designed to positively influence the development of good neighborly relations between Ukraine and the Republic of Poland, determined on the basis of reciprocity rapid and effective procedures for the identification and safe and organized return of persons who do not comply with the rules of entry, exit and stay on the territories of Ukraine and Poland ensure compliance by Ukraine of its obligations to the EU and the international community to introduce effective levers implementation of the state field tics in the field of readmission.
The second day of the visit was devoted to familiarization with the work of the Ministry of Internal Affairs and Administration of Poland in the area of ??migration, the Polish factory for the production of securities (on biometric documents), the Center for personalization of documents at the Ministry of Interior and Administration of Poland, center for foreigners and the territorial division of the Border guard Poland.
During these meetings the sides discussed issues of cooperation in the field of migration, potential areas of bilateral cooperation, development of legal cooperation in the area of ??migration and exchanged experiences on migration policy, particularly regarding best practices on migration and asylum, combating illegal migration, the introduction of biometric documents and more.
The final part of the visit was devoted to getting acquainted with the Embassy of Ukraine in the Republic of Poland and the meeting with Ambassador Extraordinary and Plenipotentiary of Ukraine to Poland Andriy fraction.
The meeting discussed a number of topical issues of migration policy in Ukraine, especially the liberalization of the EU visa regime for Ukraine, the impact of the migration crisis on the Ukrainian-Polish relations and a number of other operational issues.
Chairman of Migration Service checked into the Embassy of the system of registration of biometric documents Ukraine and citizens acquainted with the issues and opportunities of the system for issuing visas.
The results of the Migration Service visit by the Minister of Internal Affairs will be submitted to the Cabinet of Ministers of Ukraine the draft act on the signed entry into force of the implementing protocols between Ukraine and Poland to the Agreement between Ukraine and the EU on readmission.
In addition, the support of the Polish side in May-June for staff migration service is a series of seminars to gain experience with the regulation of migration processes in the liberalization of the EU visa regime for Ukraine.
