Annexation of the Crimea, the tragic events taking place today in eastern Ukraine only highlight the urgency of reforming the authorities in Ukraine in general and in particular the migration service. In the last year we are seeing the emergence of entirely new problem for the state, to address some places where it was not ready, and it should honestly admit.
In April and May 2014, when the mainland Ukraine, the first citizens who fled from occupying "power" Crimean Migration Service first confronted with problems of documentation. After the traditional mechanism for identification using the form 1 was not possible under the circumstances. Later similar problems began to arise with people who were forced to flee from war that continues in eastern Ukraine. Despite the fact that in most cases such citizens as a result of documented, identification sometimes takes up to two months of time during which a person is forced to live in an unfamiliar place without documents.
Today there is no doubt that the main and most important area of ??reforming migration services - a creation of a national identification system based on the Unified State Register of demographic. This process has already started from January 1, 2015, when the unit started the migration service passport of citizen of Ukraine for travel abroad of the new model. These passports are issued based information system, which is part YEDDR.
From 1 January 2016 begin implementation of the next stage - registration and issuance of a passport of citizen of Ukraine in the form of id-cards. This step is very important for Ukraine since the beginning of the execution of these documents will mean the creation of fundamentally new model of identification, which is much simpler, more reliable and safer.
In relation does this mean for citizens? First Migration Service will execute much faster documents, including passports, of course, only to citizens who have issued id-card and data are included in the YEDDR. To restore the lost passport in the form of id-card will be required to submit only the application. No copies and certificates, as all information is stored in the registry. In the future, all the operations of the passport of citizen of Ukraine can be held in any division of the migration service, not just at home, now.
Another important point - to forge a new passport will be virtually impossible. So the likelihood that lost or stolen by someone other instrument can, for example, take a bank loan, will be minimal.
Implementation and filling YEDDR is certainly a significant step forward in the work of the migration service, which will provide opportunities to simplify and speed up the provision of most services, and so today is a top priority of the migration service in the coming years. The experience of foreign countries, such as Georgia, the process of filling YEDDR last few years and the speed of this reform will depend on the direction of territorial units and staff on efficiency awareness campaign that Ukraine will conduct LCA and regional offices.
But there is something we can do today. We should not forget that the citizens of today, more than ever, are waiting for the government reform and thus they are not interested in the process, but primarily the result.
Since February 2015, all payments paid by citizens when providing services units migration service received by the local budgets. Thus, providing community service earns migration funds in the community and remain. This is a very serious argument for the decision of local authorities is extremely important for placement and resettlement departments Migration Service. And most importantly - it should not workers LCA, it is necessary first of all citizens who come to receive services, ie local community, the interests of which should be considered local authorities. The heads of territorial departments should actively raise these issues, and it should not do behind the scenes and in public.
Strengthen outreach and make it proactive. In August I visited units of LCA in Kiev - queues at registration of passports, no! Why now do not invite people of Kiev who do not have passports but are planning to go abroad in the coming years? What to expect when they come at the last moment on the eve of the summer break and form a queue? I am sure that townspeople would appreciate an invitation. And it comes to any city of Ukraine.
And this is just a small example of how we can and should take care of the interests of citizens.
Every worker migration service should remember that it works for people, their fellow citizens. And that he takes full responsibility for the way citizens perceive through its activities the authorities to implement reforms that began in Ukraine. Only hard work, polite and sympathetic attitude to citizens understanding their problems can create a positive balance people's confidence in government. Accordingly, every leader at any level should be aware that it is the responsibility for how the community evaluates its inferiors, refers to the migration service, and therefore the government as a whole.
Ahead of the introduction of a passport of citizen of Ukraine in the form of id-cards and filling the Unified State Register of demographic. It will be a difficult and lengthy process for employees Migration Service will have to radically change because of technology. I am sure that the migration service will cope with this task, but we should all be ready. Ready to work for people, because reform begins with each of us.
