About visa-free?
- Georgia has received a visa-free regime. When, in your opinion, Ukraine wait for it? What people think about it in the Government?
- I can not say exactly when it will be and, perhaps, no one can foresee. But I also pay attention to certain markers which indicate that this time is made real preparations for the launch of travel without visas.
In particular, recently I have cited examples of such markers. This is the start of the train Kyiv - Przemysl controlled during its movement ideas on how to use the airport in Uzhgorod, as well as those that relate directly to the SMS.
Today the European Union is implementing in Ukraine a large migration project worth over 27 million euros. It includes the supply of equipment, training of employees, matching the European standards. In another project LCA 150 workers will leave the EU for training.
This creates an impression and even hope that visa-free very close.
- As you know, to travel abroad need biometric passports. How will increase the demand for them after the introduction of visa-free? Do LCA cope with the increasing flow of applicants?
- Because the visa dialogue roztyahsya in time, in the hands of people more than 2.6 million biometric passports. Most of those who often travels and will travel to the EU - already passports. Of course, that still there will be a surge of activity, but we still have time. We proceed from the fact that technically free regime will work in the summer? Then we have March, April, May and most likely, also in June. And four months we have almost a million passports release.
This is available only biometrics. Rule of law, on which also published and nebiometrychni passports canceled.
- How long, on average, now you can get a passport? Does this term by region?
- The standard processing time and making the passport for travel abroad is 20 days from the date of filing, except in the following cases:
- In the design of urgency (on request of a person) with a payment of double the size and cost of duty adminuslugi - 7 working days;
- If the trip is related to treatment right person leaves, leaving the person accompanying seriously ill or the death of a relative who lived abroad - within 3 working days;
- If traveling abroad for permanent residence - 3 months;
- In the case of departure for permanent residence abroad by foreigners adopted child - Ukraine citizen passport is issued within 10 working days.
- Now the majority of the population has internal passports in the form of booklets. Of course, that eventually everyone will need to get a book instead of ID-card. How will such a massive exchange of passports? What are the features of this process?
- Under the current legislation Ukraine passport that was issued earlier has unlimited duration, so even after the introduction of passports new model such passports will remain valid. Change their biometric - the right but not the duty of every citizen of Ukraine.
The introduction of new passports - a long process in Ukraine, following the example of European countries will occur naturally. Be sure to replace documents, as well as setting deadlines of the previously published documents is not expected. Approximate time during which the Migration Service will issue new documents for most people - 4 years.
In the case of citizens to change the names and loss, damage or need for gluing passport photos when reaching 25- or 45-year-olds will oformlyuvatysya new documents.
- On the Internet you can find ads in which con artists offer money to make fake passports of EU member states. Is there a problem of fake Ukrainian passport, foreign and domestic?
- The main motive for the introduction of new passports is their protection against counterfeiting. The new electronic passport contains a contactless chip, which can not be changed or copied.
New passports, unlike previous "booklets", issued on the basis of an electronic database - the Unified State Registry of demographic, so each person only once have to go through the identification, further information is contained in its register.
Currently no statistics on the counterfeiting of foreign or internal passports with an electronic chip containing biometric information.
- At one time in Ukraine there was discussion about whether the combination of internal passport with a foreign one document. Can now theoretically and practically a combination of a biometric document with regard to international standards?
- Theoretically and practically possible.
But let's start with the fact that the requirements for internal and foreign passports - are different, so are the ideas that today embodied in the ID-card, if a combination of these documents will be neutralized.
Secondly, ID-card eventually become a tool for a large number of administrative services to state and local governments, as well as electronic means. In the passport the following functions today missed.
The implementation plan "one document for all purposes" will be possible only when the world there will be a global system of identification.
- Is there any option to obtain a foreign passport or a biometric domestic - ID-cards for people who for religious beliefs refuse documents that include e-reader?
- Law number 1474 excludes the possibility of registration of passport documents without biometric data of the individual.
At the same time, the law allows not to make the chip ID-card or fingerprint identification tax code.
But the passport can be issued solely for Biometrics - is not a whim of the state, and international security demands of the modern world.
- What legal documents regulated the process of receiving and payment of foreign and internal biometric passport - ID-card?
- December 6, 2012 came into force the Law of Ukraine "On the Unified State Register of demographic and documents that confirm the citizenship of Ukraine identity or her special status".
According to the Law of Ukraine started work on the introduction of registration and issuance of a passport of citizen of Ukraine, containing a contactless electronic medium of the biometric data of the owner of the document in the regions and infrastructure functioning.

According to this resolution, execution and delivery of the passport of citizen of Ukraine contactless electronic chip in a plastic card introduced from 1 January 2016 for citizens who have attained 16 years of age and shall issue a passport for the first time.
According to the Law of Ukraine on July 14, 2016 № 1474-VIII «On Amendments to Certain Legislative Acts of Ukraine on documents certifying the citizenship of Ukraine identity or her special status aimed at liberalizing the EU visa regime for Ukraine" 1 October 2016 in Ukraine introduced in the form of issuing passport cards to all citizens.

Method of calculating administrative fee defined by law as the cost of the form, the value of personalization and cost of administrative services.
The law also defines the limit of the cost of services.
