Migration situation in Vinnytsia region
In Vinnitsa region at 01.07.2010 there are 37 refugees from
8 countries (Angola, 5, 7 Congo, Liberia 1, Somalia 14, Sudan 2, Syria 1,
1917 refugees are Muslims, 20 - Christian (8 - Protestants, 10 - Orthodox, 2 - Catholics).
10 refugees have higher education, 3 - finished higher, 11 - secondary, specialized secondary, incomplete secondary, the other 13 - primary.
Specialty: 2 - doctors, 6 - engineers, 1 - Economist, 1 - the military, the rest - other specialties.
In the 9 refugee families live in married to citizens of Ukraine and the children were born in the territory of Ukraine.
In 2 families in which both parents are foreigners, brought up 2 nd boys, country of birth - Ukraine. The boys in the age of 15 years.
All asylum seekers than a citizen of Turkey arrived in Ukraine illegally and applied for refugee status directly to the migration service.
In the I half of 2010. compared with full year 2009 the number of times applicants for refugee status increased by 1,25 times.
A preliminary examination during the I half year 2010, after interviews with applicants for 6 of the statement, it was decided to refuse the registration of documents to address the issue concerning the granting of refugee status.
Also, in the ordinary course of procedure, it was decided to prepare documents for a decision on the granting of refugee status for 35 declarations, including: 30 - applications from citizens of Somalia, 4 applications from citizens of the DR Congo, 1 - a Turkish citizen.
In the I half year 2010. Department of MS in the Vinnitsa region was examined and sent to the State Committee for a decision on applications for refugee status, 35 cases of foreigners (about 35 people: one: 2 - citizens of Afghanistan, 5 - DR Congo, 1 - Ethiopia, 28 - Somali citizens.
In the I half year 2010. State Committee of Ukraine decisions on applications are not accepted.
To make a decision on the loss of refugee status in the State Committee of Ukraine is directed on a case of citizens of Somalia and Angola.
Department of Migration Service has been appealed in cassation two court decisions in the Supreme Administrative Court of Ukraine.
In the I half year 2010. appeal against decisions of the State Committee of Ukraine to refuse refugee status to two citizens of Somalia, the Palestinian citizen and a citizen of Russia.
For 2 applications for nationals of Somalia and a statement of a citizen of Russia decided to leave the complaint without consideration.
One-time financial assistance for I half of 2010 refugees were not provided.
Medical care of refugees, which provides the Department of Health Governor shall be consistent with Cabinet resolution of March 2, 1998 № 252 and the Procedures for providing medical care to foreign nationals who are temporarily staying in Ukraine, approved by Cabinet of Ministers of Ukraine dated 28.01 .1997 № 79 and by medical institutions in their place of residence. Survey questions addressed in the specialized clinics in working order at the request of the migration service. All refugees and asylum seekers who come to the migration service, sent for medical examination in the specialized agencies, which is free.
According to the Ministry of Internal Affairs of Ukraine OGIRFL to date in Vinnytsia National Health and Vinnytsia National Technical University enrolled 1,631 foreign students from 65 countries worldwide.
In the I half of 2010 were allowed to immigrate to Ukraine and documented information on residency 8 persons without citizenship who are natives of Moldova - 1, Palestine - 5, Russia - 1, Latvia - 1.
In the course of carrying out preventive operations to counter illegal migration into the area during the I half of 2010 for violation of the rules of stay of foreigners on the territory of Ukraine to administrative responsibility according to art. 203 Kupapa attracted 760 foreign and OBG, found 312 illegal migrants, 308 expelled from the state, of which forty-eighth forcibly. 308 foreigners banned from visiting Ukraine, 114 foreigners reduced the length of stay in Ukraine.
According to Article 9 of the Law of Ukraine "On Citizenship of Ukraine" have acquired the citizenship of Ukraine on 18 foreigners (including a refugee) and 6 OBG.
Acquired the citizenship of Ukraine in accordance with Article 7 ,8,10-15 of the Law of Ukraine "On Citizenship of Ukraine" and the interstate agreement on simplified citizenship acquisition of 326 foreigners.
In March 2010, Vinnitchina were representatives of UNHCR, headed by the Deputy Regional Representative of UNHCR in Belarus, Moldova and Ukraine, where p.Furio Angelis. A working meeting with the head of the department Migration Service in the Vinnitsa region Berezenskim IM and with the leadership of the General Directorate Ministry of Internal Affairs in the Vinnitsa region. During the meetings raised issues of concern in work with refugees and asylum seekers and the problems arising during the stay of foreigners in the aforementioned area. Unfortunately, all these issues have remained unresolved and that further we have to face.
I would like to note that in order to improve the legal framework for the activities and improve the functioning of the migration service, and to meet international standards is quite obvious it would accept the concept of state migration policy of Ukraine and the introduction of the draft Law of Ukraine "On refugees and asylum-worthy subsidiary or temporary protection in Ukraine, to approve the new Regulations on registration of documents required to address questions about the provision, loss, denial of refugee status, which would take into account the lack of time, instruction, and creation of a legal instrument which would clearly have been to ' and clarified the roles, responsibilities and powers of government executive agencies related to the Refugees, to facilitate and simplify procedures to protect the rights of refugee children.
