Valery Lutkovska: "The primary task of the state has become not only the adoption of new legislation on domestic violence, but its effective implementation"
It said Ukraine Parliamentary Commissioner for Human Rights at the round table "Istanbul Convention: movement towards its ratification by Ukraine", organized by the parliamentary Committee of Foreign Affairs on the initiative of the subcommittee on international legal issues and parliamentary control over the implementation of international obligations of Ukraine Iryna Lutsenko, together with the Office of the Council of Europe in Ukraine.
The participants exchanged views on the need to intensify efforts parliament and government towards ratifying the Istanbul Convention, which is essential for implementing European standards to combat domestic violence. Istanbul Convention applies overcome and prevent violence against women both in peacetime and in situations of armed conflict. According to experts, its implementation is particularly relevant now, when Ukraine is growing number of internally displaced persons increased level of violence in military families that returned from the zone ATO.
During his speech Valery Lutkovska said that the protection of women, men from domestic violence remain a priority in the system of monitoring the observance of human rights by the Commissioner. Yes, conducted by the Office of the Ombudsman for 2013-2014 years analysis of the situation of rights violations in connection with domestic violence showed significant gaps in the current law of Ukraine "On prevention of domestic violence." In particular, the majority rules specified law not aimed at prevention, and to overcome existing consequences of violence; not developed effective mechanisms to combat specific cases of domestic violence; improper is the state providing assistance to victims of physical, psychological, sexual or economic violence. Not resolved the issue of passing persons who committed domestic violence, correctional programs and more.
"Founded in the Istanbul Convention principles allow to look at the situation of domestic violence, violence against women as a serious breach of human rights, including the right to life, safety, freedom, dignity, physical integrity. Currently, the government is on the verge of complex work towards ratifying the Istanbul Convention. The first priority should be the adoption and implementation of legislation prohibiting all forms of domestic violence, violence against women, and ensure proper implementation of the investigation, justice, protection and support to victims of such violence, "- said Valery Lutkovska.
Moreover, according to the Ombudsman of Ukraine, an important task is training professionals working with victims of violence or perpetrators of violence against women and domestic violence.
