Aksana Filipishyna: "The reality in which the country now found itself in need of an integrated system of state family policy"
This was stressed by Commissioner representative on children's rights, non-discrimination and gender equality during the parliamentary hearings "Ukraine Family policy - goals and objectives."
"In a situation when the country lives in conditions of economic crisis and armed conflict, a challenge for many families become the issue of unemployment, disability, domestic violence, psychological problems. Statements that are now coming to the Ombudsman indicate that citizens are more difficult to implement such basic rights as the right to housing, social protection, to work. Instead, state social program to support the family until 2016 basically provides for informational and festive events ", - said Aksana Filipishyna.
In this connection the representative of the Commissioner stressed the need to develop a new state program that will focus on the introduction of mechanisms aimed at a comprehensive solution to the needs of the family.
During his speech Aksana Filipishyna also drew attention to the support of families with children with disabilities, because, as you know, in the last 15 years the number of children with disabilities increased by 20 thousand, and now the country is home to nearly 170 thousand children who need special care.
"The Commissioner believes that state aid to families with a child with disabilities must be more because for the rehabilitation and treatment of the child requires significant funds. In addition, parents should teach child care, increase the number of day care centers for children, where they will be given the necessary rehabilitation assistance, "- says Aksana Filipishyna.
Despite the presence of a number of issues in family policy, according to the Ombudsman, the most urgent question today is their rights to citizens who have moved to the occupied Crimea zone ATO and for whatever reasons remained outside the control of residence in the territories.
"Only last month to protect their rights, the Commissioner appealed over 3,000 of our citizens residing in the uncontrolled territories. I can assure you that every fact carried out and appropriate response measures for the restoration of the rights of man, a member of a family "- told Aksana Filipishyna.
