Aksana Filipishyna "Actions on involvement of children in armed conflicts must be criminalized"
This belief is representative of the Commissioner for children's rights, non-discrimination and gender equality expressed in the program of the first channel of Ukrainian Radio "Children of war and conflict."
"The participation of children in armed conflict is absolutely unacceptable in terms of international law and the laws of Ukraine", - said Aksana Filipishyna.
She reminded the audience, in particular, that Ukraine, in addition to ratify the UN Convention on the Rights of the Child as a party to the Optional Protocol to the Convention on the involvement of children in armed conflict and has committed to take all measures to prevent attraction children in hostilities.
Aksana Filipishyna noted here that the influence of public authorities on militants from the East Ukraine and their actions on the involvement of children to participate in illegal armed formations limited, or simply impossible. However, the facts involving children in hostilities is currently not under the control of the Government in the territory of Ukraine should necessarily be recorded by the prosecution. After the conflict must be raised and properly investigated criminal cases on these facts, and the perpetrators must incur criminal liability.
"As regards children who were involved in hostilities volunteer battalions to government-controlled territory, I note that the Commissioner since the summer of last year, three addressed on this occasion the leadership of TAU. Two weeks ago we appealed to the leadership of the Defense Ministry, Interior Ministry and Security Service of Ukraine to carry out inspections every fact of the use of children to participate in hostilities, as such information appears regularly in the media. We got a response that has sent letters and maintained awareness among heads of military formations in the area ATU so that children are not allowed to participate in armed conflict.
International legislation contains a requirement that the actions of the involvement of children in armed conflicts must be criminalized. Unfortunately, this criminal liability legislation today Ukraine is not provided, "- noted Aksana Filipishyna.
