Over the past few years the Ministry of Justice of Ukraine managed to build a system of free legal aid to the population and to create a legal framework which fully meets the high standards of access to legal aid enshrined in the European Convention on Human Rights. This was during a conference on the presentation of the Report on the evaluation system of free secondary legal assistance to Ukraine in the light of standards and best practices of the Council of Europe, as well as recommendations to improve the system, Justice Minister Pavlo Petrenko.
"We started to build a truly effective system of human rights protection, which has become one of the main elements of the reform of the Ministry of Justice. The Ministry of Justice has started to perform its basic functions: educate, protect citizens' rights and ensuring justice. I am pleased to say that the system of legal aid in Ukraine took place, and this is one of the most efficient systems on the territory of Europe that fully meets the standards of access to legal aid enshrined in the European Convention on Human Rights "- said the head of the Justice Ministry.
He informed that more than a year in Ukraine there are 100 legal aid centers. And on September 1 launched another 405 legal aid office in Ukraine. According to him, this is the most extensive social system of legal protection in the history of Ukrainian independence.
Justice Minister pointed out that each year receive counsel about 70 thousand. Ukrainian falling to the police.
"During the period of the system more than 1,500 judgments of the courts in which the interests of citizens defending our lawyers were acquitted. This is the fate of living people who otherwise could become hostage to repressive law enforcement cars and get into prison, being innocent, "- said Pavel Petrenko.
Chairman of the Council of Europe Office Martin Enberg, in turn, congratulated the Ministry of Justice and the Coordination Center of legal assistance to the results, which were achieved towards the development of the legal aid system.
According to him, the results of the report and the conference with a discussion of recommendations for further development of the system - a signal on the part of all stakeholders, which are aimed at further joint work to ensure that every Ukrainian had access to legal aid.
"The Council of Europe will continue to assist in this area. We begin a series of discussions in the regions. The results of these meetings will produce an action plan how to implement these recommendations, "- said Martin Enberg.
Director of the Coordination Center of legal aid Andriy Vishnevsky briefly presented the main conclusions reached by experts, assessing the work of the legal aid system.
"Experts have concluded that the new system greatly increased the independence of lawyers providing legal aid, breaking the vicious corrupt ties that existed before between lawyers and investigators," - he said.
In addition, he said, were recorded signs of intervention by the state in granting or refusing to grant free legal aid.
"Experts say the system independence from the Government and the Ministry of Justice, despite the fact that the system of legal aid accountable to this ministry in terms of spending," - said Andrew Wisniewski.
He also drew attention to the willingness to listen to expert advice on the further development of the legal aid system.
