Vice-Mayor of Odessa Zinaida Tsvirinko held a meeting of the working group on health reform
Today, July 20, 2016, in Odessa City Hall under the direction of the Deputy of Odessa City Mayor Zenaida Tsvirinko a regular meeting of the working group on the reform of health care.
The meeting was attended by heads and specialists of the health department of the Odessa City Council, the head physician of Odessa therapeutic and prophylactic institutions, representatives of the deputies of the City Council and Odessa National Medical University.
In the discussion of the working group project to create in Odessa hospital districts has been imposed in accordance with the Ministry of Health of Ukraine promulgated the concept of health reform.
Director of the City Department of Health Igor Shpak presented scheme of the existing order of hospitalization in Odessa, the dynamics of surgery, surgical operation indicators Hospitals City Clinical Hospital №1, 10 and 11. Based on these data, one embodiment of the implementation of health reform in Odessa is the creation of two hospital districts - North and South, which will include the existing medical facilities located on the territory of the city.
At the same time the experience of developed European countries, the greatest efficiency is achieved by the inclusion in one hospital district about 250 thousand people, which makes the possibility of creating in Odessa four hospital districts. The main criteria for the selection of hospital districts in Odessa will be the enforcement of regulations requiring urgent delivery of assistance to patients in hospital intensive care, as well as security in the territory of each county the entire spectrum of necessary medical assistance.
Igor Shpak noted that in Odessa on the role of hospitals, intensive care clinical second-tier urban hospitals can qualify №1, 10 and 11, and the hospital №3, 5 and 8, as well as two children's hospitals in the city can be intensive hospitals (planned) treatment first level. The structure of the hospital districts are also expected to include a hospital of regional subordination, located in the city, but in the implementation of health reform must be followed rules of law on local government.
Vice-Mayor of Odessa Zinaida Tsvirinko requested the City Health Department to detail the project taking into account the number of hospital districts and intensive care hospitals, submit a distribution plan of hospital beds and patient movement routes.

Hospital intensive treatment of the first (base) level - the health institution providing the public provision of specialized advisory and planning health care intensive treatment and care. It involves the provision of medical care not less than 100 thousand people.
Hospital intensive treatment of the second level - the health institution providing the provision of secondary (specialized) medical care in hospitals, day hospital or outpatient basis to adults and children in an acute condition or chronic diseases that require intensive treatment and care, with the obligatory presence of emergency departments ( emergency) care. It involves the provision of medical care is not less than 200 thousand people.
