He is a successful businessman who left the management of international corporations three years ago and went to politics. He received his education in one of the best universities in the world, and in recent years he spent most of his time traveling on impassability in remote villages of Ukraine. He is an honorary citizen of two US cities. He lived in different countries of the world and could stay there forever, but chose another way - to return to Ukraine to update the political system of our state. He is Vitaly Skotsyk, the leader of the Agrarian Party of Ukraine. And he knows how to stop the labor migration of Ukrainians. Read about this in his exclusive interview.
- Traditionally, the life of Ukrainians was tied to a certain place of residence. Moving even to another area was not uncommon. And how would you describe the migratory sentiments of compatriots now?
- Our people, as before, it is important to have roots, ties with the land of their parents and grandfathers. And Ukrainians leave their homeland only in cases of extreme necessity. Only if they understand that they can not survive here, they can not feed the family. That is why in the history of the Ukrainian people there were four waves of emigration. All of them happened during periods, extremely difficult economically. And now the migration sentiment has the same reasons. According to fresh studies of sociologists, the number of people willing to emigrate from Ukraine over the past year has increased from 30% to 35%. This is an exhaustive assessment of government activity.
- In the modern world migration processes have become much more active. What do you see as positive and what is the negative side of the situation?
- The world is open today. People are migrating from different countries, choosing their best place of residence, and better opportunities to implement their abilities and talents. Some even call today's migration processes another major relocation of peoples. Migration of skilled specialists as a whole enables to develop world competition. But at the same time, those countries with which specialists and intellectuals escape lose their future. Ukraine should become a state, to which talented people will move, and not from which they leave.
- You yourself had to change countries - during study and work. What helped you to adapt?
- All my life is a constant movement. I had some time to live in the United States and in the UK. Frankly speaking, it was given to me very hard. Being a conservative Ukrainian, I prefer life with my family at home, on the land where my parents and grandparents were born and lived. Only the idea that each day brings me closer to the time when I come back home helped me to adapt.
- How do you feel about a phenomenon like labor? Is it worth returning these people by creating jobs in certain regions?
- It is a forced phenomenon, which, at the same time, allows these people to survive, and helps at least somehow support the economy. Few think, but the main investor of Ukraine is not the IMF, but the workers! According to various estimates, they bring about $ 5 billion annually to Ukraine. But this is a distorted economic model. We grow raw materials in Ukraine, we earn a penny for it and send it abroad, where it is often processed by our same workers. At the same time taxes and value added remain in the countries where the processing takes place. We have to bring these people back. Their hands and mind are needed here. And I see with my task to create, together with like-minded people in our country, the conditions that our wage earners would want to return.
- Entrepreneurial climate: What is it favorable in the country today?
- Business in Ukraine survives in a constant storm, in conditions where the ship can break in any moment. You know that according to the American research center The Heritage Foundation (Heritage Foundation), which annually examines the index of economic freedoms, Ukraine ranked 41st - the last place on the European continent. We are the only country whose economy was described as repressive. And in the world ranking we are 166th place. Angola, Sudan and Afghanistan are the worst investment climate.
- Many agricultural producers today are suffering from raider hijackings. What is the reason for these attacks and how can they be resisted?
- Raiding is due to imperfect legislation and the ineffectiveness of law enforcement and the judiciary. One more reason is the desire of "gray" players to gain access to the Ukrainian land. Permanent announcement by the authorities of the opening of the land market has tempted businesses of different years to "make" fast money. Therefore, entrepreneurs who work on the ground, today are trying to knock out, then just resell these lands. It is possible to systematically resist this - by clearing law enforcement and judicial bodies from corrupt officials and conducting high-quality land reform.
- Globalization and technical progress dictate new demands on human resources. What new competences, in your opinion, should be mastered by Ukrainians in order to be competitive in the labor market?
- Ukrainians have all the necessary competencies. We are - one of the leading countries in the world in the IT industry, our specialists produce about 25% of world software, working in different countries of the world. By the level of IQ, according to ONN, Ukrainians are second only to the Japanese. We only need to change the ruling class - from embezzlement to honest technocrats.
- How do you think it is possible to solve the problems of forced migrants from Donbass and Crimea?
- One way - creating conditions for self-employment. To enable people to work and earn, processing small plots of land, but at the same time cultivating high-yielding crops. Here is an example: in the Kharkiv region, on 20 hectares of a vineyard, you can earn only 120-140 thousand hryvnias a year for grapes, and this is without wine. Today, about 18.5 million hectares of land are in the hands of the State Geological Institute. Even a small fraction of it could be an effective way to give relocations work until we rebuild our industry.
- Do you continue to study personally, raise your educational level, qualification? How exactly What advice would you give to those who want to keep up with life?
- Of course, I constantly expand the base of knowledge, I read a lot. In the summer he finished his third dissertation. This is a doctoral thesis on national economy management. And for those who want to develop, I would advise you to read more, observe new technologies, learn foreign languages ??and constantly improve in their professionalism.
